The Association of Cambodian Local Economic Development Agencies ( ACLEDA ) was established in January 1993, as a national NGO for micro and small enterprises development and credit. It became Financial Institution for the Poor in March, 1996.
ACLEDA is now operational with more than 130 professional staff members in nine provincial branches and 11 district offices located in Phnom Penh, Battambang, Banteay Meanchey, Siem Reap, Kompong Cham, Takeo, Kompot, Sihanouk Ville, Pursat provinces and ten district offices, ( Puok, Sotnikum, Banan, Battambang, Ek Phnom, Mongkul Borei, Preah Neth Preah, Serey Sophoan, Krakor, Bakan, and Sampev Meas ).
The organizational structure of ACLEDA consists of a General Assembly, a Board, an Executive Committee, technical staff for consultancy and training, provincial branch offices and district offices. The branch office consists of a Branch Manager and professional staff for financial and management services to small and micro enterprises and an administrator. At central level a Revolving Fund Management Committee ( RFMC ) approves loans above US$2,000 and delivers advice to the Board on financial services. At Branch level each office has a Local Credit Committee ( LCC ) which approves loans and advises the RFMC. Each office has an Advisory Committee which includes representatives from other organizations that advise on policy matters.
In three years ACLEDA has disbursed more than 4 million dollars in loans to more than 20,000 clients. The recovery rate for micro loans is 98% and for small business loans 96%. More than 90% of the clients are women. With respect to the type of business: 34% Of the loans go to production, 19% to services business, 21% to trade and 26% to agricultural activities.
Impact studies for small business loans show that, on average, each US$500 loan creates a job. Impact studies for micro business loans show that after receiving loans the daily profits of clients had risen with an average of 60%.
ACLEDA has been elected by its colleague NGOs to be one of three NGO representatives on the Credit Committee for Rural Development ( CCRD ). Internationally, ACLEDA represents Cambodian on the NGDO Consortium of the Asian Institute of Technology.
ACLEDA is supported by the UNDP, the ILO, the Government of the Netherlands, The European Union, Caisse Francaise de Developpement, CARERE, the Shell Company of Cambodia Limited, the United Nation Population Fund ( UNFPA ), and the New Zealand Embassy. ACLEDA is audited by the chartered accountancy firm Ernst and Young.
It is ACLEDA's strategy to continue its expansion as a financial institution to provide high quality and market oriented financial services and.management services to substantial numbers of poor in Cambodia.
