Based on the queries, comments and suggestions received by the NGO Cafe, the figure on the left illustrates the three type of users of the Cafe. Due to the contents of the Cafe, more than 60 to 75 percent of the users come from categories other than the NGOs themselves. While this is not surprising, it points also to the shortcomings of the Cafe.

The range of queries are varied, and point to three key challenges that NGOs face: (1) how can NGOs scale up their programmes and activities, both qualitatively and quantitatively, in order to be able to reach larger numbers of their target groups? (2) How can NGOs mainstream their programmes and activities into overall developmental activities of national governments and international (including the UN) organizations? (3) How can NGOs build legitimacy and accountability of their programmes and activities, so as to ensure greater trust and participation?
