The UN Secretary General, in a speech, highlighted that what we need are more "hand-ups and not hand-downs" This is a critical message that calls for more information and knowledge that enables proper and relevant decision-making to be done. Local decisions need to be taken at the local level, by local people - not 'handed-down' from top. How can awareness be built so that the right decision is taken at the right time, at the right level, by the right people?
