The development and implementation of an EMS at the level of a city is a complex task involving a myriad range of tasks and actors. UNEP's International Environmental Technology Centre recommends three steps in extrapolating the ISO14001 to the level of the city:

Step 2: Promotion of Eco-Projects	Using e-friendly materials Using e-friendly equipment Accelerate use of recycled materials Green public engineering works Develop green technology Promote greening
Step 3: Green City Planning	Set �green�Eguidelines for public works Set �green�Eguidelines for housing Eenhance public transportation Capacity building Apply EMS to the whole city
